The magic network is a new technology that is alien even to the MC who is from a world that's at least several hundred years more advanced than ours. They just got rudimentary understanding of the magic network tech and people from all over the country are flocking over, this woman already started planning all these even before their city was built.

Remember, they came to this domain, then build a town, then they discover the ancient civilization ruins with the magic network tech, brought it out and started to learn about its own weaknesses and strengths. The Shadow Druid started planning all these at the time they came to this domain.

Unlike in our modern world, where all new technology can be studied by millions of brilliant minds, most of the people in their world have low education and all the educated minds are busy running over all the places because running domains, they will have a lot of problems that needs these people to solve on a daily basis.

Even then, the MC still did everything he can. From initially, only the loli fire mage and hot lady whose spells can't hit anything, now they have one more.

Also you should be able to notice a trend.

The Magic Network can only control magics that the people working on it are familiar with.

Between Magic Gunpowder/Dynamites, tracking a criminal and regulating magic usage, the these are all things Heidi, Rebecca, the new girl are familiar with. Since the Druid had been concealing his knowledge and identity as former Fallen Druid because he was ashamed of his past, it is actually reasonable for the network to be unable to ban fallen druidic magic.

What will not be reasonable is after this, after the old guy's past has been revealed, they still DON'T have the ability to ban Fallen Druidic Magics... well, they can come up with excuse that Fallen Druidic Magic the old guy knows is outdated and the villains have other ways.

Personally, I think they will use other approaches because Chinese novels either let enemy use different strategies or cheap productions just stack power levels.
1st villain = 10? 2nd Villain = 100, 3rd = 1000, 4th = 10,000 etc...

Now I'm a lil curious here why not right, if its his domain and they setup this magic network up why not have it to where the network have a negate effect, so that when people enter his domain they are completely defenseless from using their own magic, and only he can give permission to people he trust to use it. That way she couldn't even use her shadow realm and those wicked vines to try and turn the tables on them. This whole thing could've been avoided if she wasn't able to use her magic right.

The network just supplements magic to the facilities, items and terrain, it doesn't have the means to take away magic from an individual especially if they already have innate magic.
Also, you can tell they are still experimenting on how to use the network and to pin point and take away magic from an individual on the run without harming the citizens would be too difficult.

Not really , if they could improve on the network I mean look how they can control when to activate them crystal bombs. Now I get it might take some time to fully get the network fully operational, but I can imagine she coming up with a way to negate magic or a prison where there's a barrier that could negate that magic for people who come on hostile terms to his domain.
